OSFI银行贷款新政策12月15日后开始执行

即将实施的银行贷款新政策变化

What’s New?

201811日开始,加拿大各大银行开始执行联邦政府新的房贷款规。

不管选择哪一种贷款产品,无保险按揭贷款申请人(一般是首付超过20%的 申请人士)的贷款将使用下面两利率中较高的利率来计算银行批给的贷款金额。

A,加拿大央行公布的五年期利率;

B,在合同利率基础上再追加2%后的利率

 

加拿大帝国银行(CIBC)最新的指引政策政策如下:

所有无保险按揭的贷款申请和相关的支持贷款申请审批的文件,必须在20171215日之前递交,才可采用当下的政策申请贷款。所有1215日后递交的申请,将按照OSFI的新规定执行。

 

以下不同情形,适用的贷款政策情况:

申请者在2017111日提出申请贷款,贷款申请审批和相关的支持贷款申请审批的文件在1215日递交

按旧政策

Client requests a new mortgage/refinance/port application on November 1, 2017.  The application and all adjudication documentation submitted for approval and received on December 16, 2017

申请者在2017111日提出申请贷款,但是贷款申请审批和相关的支持贷款申请审批的文件在1216日递交

按新政策

Client requests a new mortgage/refinance/port application on December 16, 2017.  The application and all adjudication documentation submitted for approval and received on December 16, 2017

贷款申请者在1216号提出申请贷款,贷款申请审批和相关的支持贷款申请审批的文件在1216日递交

按新政策

Client submits a new mortgage/refinance/port application on  January 2, 2018. The application and all adjudication documentation submitted for approval and received on January 2, 2018

Client has a conditional approval on November 1, 2017. The application and all adjudication documentation submitted for approval and received by December 15, 2017 

贷款申请者在2017111日已获得银行的conditional approval,贷款申请审批和所有相关的支持贷款申请审批的文件在20171215号或之前递交。

按旧政策

Client has a conditional approval on November 1, 2017. The application and all adjudication documentation submitted for approval and received by December 16, 2017

贷款申请者在2017111日已获得银行的conditional approval,贷款申请审批和所有相关的支持贷款申请审批的文件在20171216号递交。

按新政策

Post Approval Amendments

The following chart outlines how the new qualifying requirements will affect post approval amendments.

 

Scenario

Qualification Rules Applied

Client has been fully approved for a mortgage amount.  A post approval amendment has been made to request an increase to the mortgage amount (material change) on  December 16, 2017

贷款申请者已获批按揭贷款,但20171216日要求增加贷款的借贷额度。
